Conditions for membership in the Syrian Construction Contractors Syndicate

The Construction Contractors Syndicate in Syria is the official body that regulates and monitors the contracting profession. It sets specific conditions for membership:

  • Nationality and Age: Applicants must be Syrian and at least 20 years old.
  • Education and Experience: Hold at least a basic education certificate or a university degree in engineering with two years of practical experience.
  • Employment Status: Applicants must not be a government employee, or obtain proper approval if they are employed.
  • Criminal Record: Must not have been convicted of a felony or misdemeanor.
  • Premises: Provide suitable premises for practicing the profession, whether under a flexible contract, owned, or rented, with an area no less than 30 square meters.
  • Required Documents: A copy of the civil registry record or ID card, a copy of the criminal record, recent personal photos, and a lease or title deed for the premises.

After fulfilling these conditions, the membership application must be submitted to the syndicate branch in the relevant governorate. The application is reviewed by the branch council. If approved, the applicant is granted syndicate membership after taking the syndicate oath.

Conditions for Establishing a Contracting Company in Syria

Establishing a contracting company in Syria requires following specific legal procedures:

1. Choosing the Type of Legal Entity
A contracting company can be established as:

  • Limited Liability Company (LLC): Requires at least two partners, with a minimum capital of 50 million Syrian pounds.
  • Joint-Limited Company: Requires a larger number of partners and a larger capital, and is suitable for large projects.
  • Sole Proprietorship Commercial Register: Suitable for individuals wishing to operate alone without partners.


2. Required Documents

  • An application form for establishment according to the form approved by the Ministry of Internal Trade.
  • Copies of personal IDs or passports (for Syrians or non-Syrians).
  • A certified copy of the company's articles of association.
  • A document appointing directors (if applicable).
  • A power of attorney if there is an incorporation agent.
  • A receipt for payment of the required legal fees.


3. Legal Procedures

  1. Submit the application along with the articles of association to the Companies Department in the central administration or the relevant directorate for initial approval.
  2. Specify several proposed names for the company if one is not approved.
  3. Check the availability of the trade name with the Intellectual Property Protection Directorate.
  4. Upon the Ministry's approval, a duly certified company incorporation decision is obtained.
  5. Complete company registration procedures with government departments.
  6. Open a bank account to deposit the capital.
  7. Issue the final commercial or industrial register.
