ScopeOut participated in the proceedings of the First National Conference on Syrian Private Sector Dialogue 2026. Held over three days at the Conference Palace in Damascus, the event was held under the patronage of the Ministry of Economy and Industry, in cooperation with the United Nations Development Programme (UNDP), and with support from the Government of Japan.

The conference was attended by a number of senior officials and decision-makers in Syria, including Mr. Mohammad Nidal Al-Shaar, Minister of Economy and Industry; Mr. Mohammad Yusur Barnieh, Minister of Finance; Mr. Yaarob Badr, Minister of Transport; and Mr. Mohammad Safwat Raslan, Governor of the Central Bank of Syria. They were joined by His Excellency the Japanese Ambassador to Syria, Akihiro Tsuji, as well as representatives from various ministries and government bodies, chambers of commerce and industry, entrepreneurs, private sector representatives, and international development partners.

The conference featured a series of dialogue sessions and specialized workshops that addressed the current state of the business and investment environment in Syria, the challenges facing the private sector, and mechanisms for enhancing public-private partnerships. Furthermore, discussions focused on avenues for developing economic legislation, stimulating investment, and supporting productive and developmental projects during the upcoming phase.

ScopeOut was represented at the conference by:

Mr. Safwan Sharbati – Director of Operations
Dr. Anas Al-Laham – Director of the Consulting Division
Mr. Ghaith Al-Khaimi – Director of the Investment Division

ScopeOut’s participation in this event stems from its ongoing commitment to supporting the business and investment environment, and to contributing to economic dialogues aimed at strengthening the private sector's role in economic development and fostering more structured and sustainable investment opportunities. ScopeOut believes that building a robust economy requires a genuine partnership among various stakeholders, and that direct dialogue between the public and private sectors constitutes a fundamental step toward fostering a more attractive investment environment, as well as empowering companies and entrepreneurs to grow, expand, and generate a positive economic impact.
