Resolution No. 1124 of 2026 has been issued, adopting the electronic payment and transfer system in Syria. This resolution regulates the operations of companies and entities providing electronic payment and transfer services, as well as the conditions for their licensing.
The system mandates that companies seeking a license comply with several requirements—most notably regarding capital (as determined by the Central Bank of Syria), governance, administrative competence, technical infrastructure, cybersecurity, and business continuity—in addition to requirements for combating money laundering and the financing of terrorism.
Companies are also subject to requirements concerning customer and data protection, the disclosure of fees and service terms, and complaint handling, alongside ongoing supervision by the Central Bank of Syria.
Commencement of operations is prohibited prior to obtaining the final license and authorization to begin activities from the Central Bank of Syria.
